Egypt: 4 killed in clashes with Islamists

CAIRO (AP) ? Security officials say suspected Islamists have killed three protesters in the southern city of Assiut, taking to four the number of people killed on a day of massive protests demanding the ouster of Egypt's president.

The officials said Islamists on a motorbike opened fire on protesters outside the local government building in Assiut, killing one and wounding seven. Enraged by the killing, protesters marched to the office of the Freedom and Justice party, political arm of President Mohammed Morsi's Muslim Brotherhood.

Gunmen inside the building opened fire, killing at least two, according to the officials, who spoke on condition of anonymity because they were not authorized to speak to the media.

A protester in Beni Suef was killed earlier outside the local headquarters of the Freedom and Justice party.

Findings reported from Albert Einstein College of Medicine describe advances in diabetes

By a News Reporter-Staff News Editor at Clinical Trials Week -- Investigators publish new report on Diabetes. According to news reporting originating in Bronx, New York, by NewsRx journalists, research stated, "Obesity is important for the development of type-2 diabetes as a result of obesity-induced insulin resistance accompanied by impaired compensation of insulin secretion from pancreatic beta cells. Here, based on a randomized pilot clinical trial, we report that intranasal oxytocin administration over an 8-week period led to effective reduction of obesity and reversal of related prediabetic changes in patients."

The news reporters obtained a quote from the research from the Albert Einstein College of Medicine, "Using mouse models, we further systematically evaluated whether oxytocin and its analogs yield therapeutic effects against prediabetic or diabetic disorders regardless of obesity. Our results showed that oxytocin and two analogs including [Ser4, Ile8]-oxytocin or [Asu1,6]-oxytocin worked in mice to reverse insulin resistance and glucose intolerance prior to reduction of obesity. In parallel, using streptozotocin-induced diabetic mouse model, we found that treatment with oxytocin or its analogs reduced the magnitude of glucose intolerance through improving insulin secretion. The anti-diabetic effects of oxytocin and its analogs in these animal models can be produced similarly whether central or peripheral administration was used."

According to the news reporters, the research concluded: "Oxytocin and its analogs have multi-level effects in improving weight control, insulin sensitivity and insulin secretion, and bear potentials for being developed as therapeutic peptides for obesity and diabetes."

Chicago prepares for concealed weapons

CHICAGO (AP) ? This city, where violent street gangs shoot it out dozens of times a week despite some of the nation's toughest restrictions on guns, now faces a new challenge: Well-meaning citizens with the legal right to hit the streets with loaded firearms, whenever they want.

As Illinois Gov. Pat Quinn mulls whether to sign off on eliminating the country's last concealed carry ban, the question in Chicago is whether it will matter in the crime-weary city. Will a place that long had some of the nation's tightest restrictions on handguns be more at risk? Or will it be safer with a law that can only add to the number of guns already on the street?

Neighborhood leaders, anti-crime activists and police officials worry about additional mayhem in Chicago. But other residents, including some who live in Chicago's more violent areas, believe more guns will allow them to defend themselves better.

"We just had a weekend where something like 48 people were shot, seven died," said Otis McDonald, 79, one of the plaintiffs in the lawsuit that ended with the U.S. Supreme Court tossing out Chicago's strict gun ban three years ago. "Now law abiding citizens like myself ... can carry them when they want to and not carry them when they don't want to, and the people out there who will do us harm won't know when we got them and when we don't."

At City Hall, where Chicago's anti-gun campaign has centered for years, the reaction to concealed carry legislation has been relatively quiet. The reasons seem to boil down to this: The city can do little about stopping the law because a federal appeals court ordered Illinois to end its public possession ban by this summer.

"We would prefer to have the (gun) bans we've always enacted... (but) it's the best we could do based upon the mandate we have," said Alderman Patrick O'Connor.

The bill sitting on Quinn's desk is a hard-fought compromise between conservative downstate lawmakers who opposed most gun restrictions and anti-gun lawmakers from Chicago and other urban areas. The legislation requires state police to issue a concealed-carry permit to any gun owner with a state-issued Firearm Owners Identification card, and who passes a background check, pays a $150 fee and undergoes 16 hours of training.

It's not as stringent as concealed carry laws in California, New York and a handful of others states, which give law enforcement authorities more power to deny permits. But it's more restrictive than earlier proposals by gun rights advocates, including one that would have superseded all local gun restrictions. For example, it won't wipe out Chicago and Cook County's ban on assault weapons.

Most significantly for gun control advocates, the legislation does prohibit guns in places like schools, buses, trains, bars and government buildings.

"If you think about all the prohibited places there are ... I don't think you will see an overwhelming number of people actually (carrying weapons) because it becomes such a headache," said state Sen. Kwame Raoul, a Chicago lawmaker and lead negotiator on the bill who represents President Barack Obama's former state senate district.

But other city officials aren't so assured. Superintendent Garry McCarthy calls a requirement that people go through only 16 hours of training before they are issued a concealed carry permit "woefully inadequate" because about the only thing people can learn in that time is how to "point and fire a weapon" and not when they can legally do so.

"Our officers receive six months of training in the police academy and then three months on the streets and at the end of the day we make mistakes frequently," he said.

Another concern by Cook County Sheriff Tom Dart is the provision in the bill that calls for law enforcement and prosecutors to object to a governor-appointed panel if they suspect applicants are dangerous. In Cook County, where there are 358,000 registered gun owners, Dart said he's worried gang members and others who shouldn't have guns will slip through the cracks and be granted permits.

Quinn, a Chicago Democrat, has been quiet on his intentions with the legislation, his office saying he's "reviewing the bill carefully." But what he decides may be moot, given that the Legislature passed it by wide enough margins to override any veto.

Once the law is in place, Dart said he expects a flood of applications for permits, something that happened in November 2011 in Wisconsin, where within hours of becoming the 49th state to have a concealed carry law, tens of thousands of people downloaded applications. By the end of 2012, the state had issued nearly 110,000 permits.

During 2012, the first full year the law was in effect, Milwaukee's total for homicides and rapes remained virtually the same as the year before. As for robbery, the kind of crime that concealed carry supporters say would be reduced if more regular citizens had weapons, Milwaukee saw a 17.2 percent drop between 2011 and 2012. But police say so far this year the number of robberies has climbed by 19 percent.

Whether the law will have similar effects in Chicago is a matter of contention. Rev. Michael Pfleger, a Catholic priest and activist on the city's South Side, doesn't believe criminals will hesitate out of some concern their victims might be armed.

"You are going to see a lot more gun fights and you are going to see people using guns as their first line of defense when they are confronted. To think guns are suddenly going to be the answer to violence in the city or the state, it's absurd," Pfleger said.

But Richard Pearson, Illinois State Rifle Association executive director, predicts Chicago's crime rate will fall. He argues that both sides in the gun debate will be watching closely what transpires.

"What goes on in Chicago is a very big deal because of their history of resisting firearm use," Pearson said.

Internet Is Making Car Shopping More Efficient As Role Of Tr

27 Jun, 2013

ATLANTA, June 27, 2013 /PRNewswire/ ? According to a new study commissioned by AutoTrader.com?, the Internet is making car shopping more efficient. The 2013 Polk Automotive Buyer Influence Study revealed that the amount of time consumers spend shopping for a car has decreased dramatically in the last two years; however, the percentage of their shopping time that is spent online has increased substantially.

(Logo: http://photos.prnewswire.com/prnh/20110425/CL88097LOGO)

First conducted in 2011 and then fielded again in 2013, the study showed that new car buyers who used the Internet in the shopping process reported spending 13.75 hours shopping for a vehicle, a decrease of 5.25 hours since 2011. Similarly, used car buyers who used the Internet during the shopping process spent 15.25 hours shopping, a decrease of 2.75 hours since 2011.

Although consumers are spending less time shopping overall, they are spending a greater percentage of their shopping time online than they were in 2011. Previously, buyers spent an average of 60 percent of their shopping time online, but that percentage increased to 75 percent in 2013 (77 percent for new car buyers and 73 percent for used car buyers). These changes were likely driven by several factors, including the improved quality and quantity of listings, as well as better merchandising online, greater use of mobile devices and also macro factors such as the continually improving economy.

?When we commissioned the first study a few years ago, the economy wasn?t as strong as it is now, and we believe that shoppers were being much more cautious, taking longer before arriving at their final purchase decision,? said Kevin Filan, vice president of customer marketing and industry relations at AutoTrader Group. ?Now that the economy is stronger, buyers are taking less time overall, but they are devoting more of that time to shopping online. This is significant, as it points to the increasing influence of the Internet during the shopping process.?

The study also revealed that the role of traditional media in the shopping process has decreased notably. Though all forms of traditional media showed decreases in usage, the biggest declines in usage of traditional media during the shopping process for both new and used car buyers were seen in print newspapers, television and direct mail.

  • For new car buyers, use of television showed the biggest decline, going from 34 percent in 2011 to 22 percent in 2013. Close behind was print newspaper, which dropped from 28 percent in 2011 to 18 percent in 2013. Use of direct mail went from 16 percent in 2011 to 8 percent in 2013.
  • For used car buyers, use of television also exhibited the biggest decline, though the decrease was slightly less pronounced. Use of television by used car buyers went from 18 percent in 2011 to 12 percent in 2013. Use of print newspaper went from 26 percent in 2011 to 17 percent in 2013, and use of direct mail went from nine percent in 2011 to 4 percent in 2013.

?While dealers, OEMs and their advertising agencies have shifted more money into online advertising, there is still a large imbalance in the allocation between traditional and digital mediums,? Filan continued. ?We know from the study that buyers who use the Internet are spending the most time on third-party sites, so dealers and automakers should ensure they are marketing their brands, their dealerships and their inventory where the active car shoppers are going online. And with continued double digit traffic growth and our largest traffic months in our history taking place in the first half of this year, AutoTrader.com is more relevant than any time in our 15 year history of making car buying and selling easier.?

In addition to the key stats mentioned above, the study also found that:

  • Three-quarters of car buyers indicate that they used the Internet during the shopping process, making it the most used source.
  • Among Internet users, 62 percent of used car buyers and 47 percent of new car buyers indicated that the Internet was the primary source that led them to the dealership where they bought a car, which was more than fifteen times that of any other media source cited in the study.
  • The rise in Internet usage was driven primarily by domestic and luxury buyers, who turned to the Internet in greater numbers in 2013 versus 2011.
  • New car buyers use the Internet more to find special offers while used buyers look for actual vehicles for sale to a greater extent.
  • Approximately two out of three of all car buyers do not contact the dealership prior to their first visit, with 62 percent of used car buyers and 67 percent of new car buyers citing ?walked in? as the most common method of establishing initial contact with the dealer.

The 2013 Polk Automotive Buyer Influence Study, commissioned by AutoTrader.com, was conducted among over 2700 car buyers and ran from December 2012 through April 2013. Ninety percent of buyers who were surveyed purchased a vehicle in the six months preceding their participation. The study used a combination of online and offline survey methods, resulting in a large, random representative sample of online and offline car buyers.

Exclusive: Peugeot family ready to step aside for GM -sources

By Sophie Sassard, Laurence Frost and Gilles Guillaume

LONDON/PARIS (Reuters) - PSA Peugeot Citroen's founding family has offered to give up control of the troubled French automaker as it tries to revive plans for a closer tie-up with General Motors backed by a fresh capital injection, sources said.

But any deal combining Peugeot with GM's European Opel division would face major political hurdles because it would bring more factory closures and job losses in France and Germany, people with knowledge of the discussions told Reuters.

The Peugeot clan, one of Europe's three surviving car dynasties, turned with beleaguered chief executive Philippe Varin to 7 percent shareholder GM after inconclusively sounding out other potential investors including Chinese partner Dongfeng, they said.

"GM faces the same overcapacity situation with Opel, and that's why PSA is trying to convince them to merge the two," said one of the people, who asked not to be identified because the talks are confidential. "The Peugeot family has now accepted that they'll lose control, so this is no longer an issue."

The Peugeot family, which founded the company in 1810 as a coffee mill manufacturer, holds a 25.4 percent stake that commands 38.1 percent of voting rights in a group that is now struggling for survival.

Both Peugeot and GM declined to answer questions about their frequent discussions. "We don't comment on speculation or rumors," Peugeot spokesman Jonathan Goodman said.

Before injecting more cash, GM would need assurances that it had a free hand to cut production capacity as it took control of integrating Peugeot and Opel, sources said.

SALES SLUMP

Peugeot, its sister brand Citroen and Opel are among those worst hit by a European car sales slump that put a $1.8 billion dent in GM's 2012 earnings. The market is on course to contract for a sixth straight year taking sales to a two-decade low.

For Peugeot, heavily dependent on its home region, the threat is to its existence. The company burned 3 billion euros ($3.9 billion) in operating cash last year, and asset writedowns swelled its net loss to 5 billion.

Peugeot shares jumped 4.6 percent after the Reuters report and were trading 4 percent higher at 1445 GMT. GM was up 2.2 percent in New York.

Peugeot's stock has fallen 77 percent over the past two years, compared with a 1.4 percent slide for the STOXX Europe 600 autos & parts index <.sxap>. Its debt has been classed as junk by all of the main rating agencies since early 2012.

CEO Varin has responded by cutting 10,000 more jobs, selling 2 billion euros in assets and negotiating a 7 billion euro state guarantee for financing arm Banque PSA. [ID:nL5E8LO20C]

The company aims to cut more costs by pooling future car programs with GM under their existing alliance - cemented by a 1 billion euro share issue when the U.S. auto giant acquired its Peugeot stake in March 2012.

Earlier talks on a full combination were halted late last year as a French government bailout of Peugeot and its worsening cash position stirred misgivings at GM's headquarters in Detroit.

Peugeot will need another capital injection and must lay the groundwork this year, people familiar with the matter said, even if the company sticks to its goal of halving operating cash consumption to 1.5 billion euros in 2013.

Exploratory discussions about selling a 30 percent stake to a consortium led by Dongfeng Motor Group were inconclusive, the sources said, and would anyway have taken too long. Dongfeng declined to comment.

"PSA will need to present a new industrial plan for people to underwrite a capital increase, and the only hope is GM," one said. "They (GM) are ready to inject more money if they can control the business, integrate Peugeot and Opel and rationalize production."

PLAYING HARD BALL

GM is "playing hard ball" by holding out for assurances that it would be able to cut plants and jobs at reasonable cost, another person said, adding that no plan is likely to surface before German elections in September.

The U.S. carmaker has drawn criticism from some shareholders over the initial Peugeot investment. GM halved the book value of its stake in a February writedown.

GM has no plans to put in more cash, Chief Executive Dan Akerson said last week, while leaving the door slightly ajar.

"We don't have any intention of investing additional funds into PSA at this time," Akerson told reporters in Shanghai. "If we see something changes, we'll evaluate that."

The U.S. Treasury, which owns just under 14 percent of GM common shares, declined to comment through a spokesman.

Walking away may not be an easy option for GM. Its own European turnaround plan draws on technology from vehicles such as the Peugeot 208 and Citroen C4 Picasso for future versions of the Opel Corsa small car and Zafira minivan.

But approval for sweeping cuts seems unlikely in Germany or France - where the government last year condemned Peugeot over plant and job cuts that President Francois Hollande described as "unacceptable".

As one of its rescue conditions, the French government appointed civil servant Louis Gallois to Peugeot's board. Gallois, a former CEO of Airbus parent EADS , declined to be interviewed for this report.

Ministers understand that Peugeot needs a fuller combination with GM or another industry partner and now expect Varin to present a new plan within months, a French official said.

While not "dogmatically" opposed to foreign control, the government remains determined to preserve Peugeot's French sites and jobs, he added.

The government or a state-owned investment vehicle could end up taking a Peugeot stake if necessary, officials have also suggested.

In the past five years, GM has scrapped a Belgian car factory and earmarked another for closure in Germany, where it has about 20,000 employees.

Peugeot, which employs 77,000 workers in France, is shuttering its Aulnay plant near Paris and scaling down another domestic site. Its five French assembly plants ran at 71 percent capacity in 2012, according to IHS Automotive data, while GM's three main German sites were at 66 percent.

Combining their European operations would require deep cuts to draw benefit from the considerable overlap between similarly sized and priced cars. GM sold 9.3 million vehicles globally last year and its French partner 3 million.

Peugeot also ended 2012 with cash of 6.67 billion euros, excluding listed subsidiary Faurecia , and is expected to consume 2 billion this year after restructuring costs.

Together with 2.4 billion euros in undrawn credit lines, that will leave about 7 billion in available reserves - but the real cushion is closer to 4 billion because Peugeot needs the difference just to operate.

"The minimum level of liquidity they need is 3 billion," said a London-based auto analyst with a major U.S. bank. "You never want to use that up."

At Peugeot's current market value of 2.2 billion euros, raising another 1 billion in equity would dilute current shareholdings by at least a third. The immediate effect could be reduced by issuing convertible bonds along with shares.

"The only way it works is with a family dilution," said one source.

Such an upheaval for the company would reduce Europe's remaining trio of car dynasties to a pair: BMW's Quandts and the Agnellis still reigning over Fiat .

Chairman Thierry Peugeot and his cousin Robert, who heads the family holding company , both declined to be interviewed.

($1 = 0.7691 euros)

Cole Real Estate Investments: Evaluate Following IPO - Seeking Alpha

Cole Real Estate Investments (COLE) began trading as a public company on June 20th at $11.50 per share. Through the offering period of October 2008 to February 2012 the formerly non-traded REIT originally known as Cole Credit Property Trust III raised $4.7 billion. Investors in the REIT have not had access to liquidity throughout the offering stage and now have the ability to sell their shares at will. In addition to listing on the New York Stock Exchange, the company initiated a modified Dutch auction tender offer. Assuming certain conditions are met, investors have an opportunity to earn minimum gross returns of 16% for less than a two month holding period.

The Offer

Cole Real Estate Investments is offering to purchase up to $250,000,000 of its common stock outstanding (roughly 3.9%-4.1% of shares outstanding depending on purchase price) at a purchase price not greater than $13 per share and no less than $12.25 per share. The tender offer is in place until 5:00pm EST on August 8, 2013. Shareholders of record may attempt to tender their shares in $0.05 increments:

$12.25 --- $12.30 --- $12.35 ---- $12.40????$13.00

Cole Real Estate Investments will purchase under the tender offer at the lowest price offered until the full offering amount is reached. For example if $250,000,000 worth of stock is offered at $12.25 and you submit a tender offer at $12.80, you will not have your order filled. If the offer is over-subscribed at a specific bid increment, all tendering shareholders at that increment will be paid on a pro-rata basis.

An interesting point to keep in mind is that shareholders with 99 shares or less and tender their shares will be filled first. Larger blocks of shares will be filled second based upon the conditions described above. This gives investors with a small amount of capital a better chance that their order will be filled at $12.25 (assuming the tender offer goes through).

Why A Tender Offer?

While there are many reasons the company is initiating a tender offer, the most obvious that comes to mind is an attempt to keep the share price temporarily propped up. Keep in mind that investors have been holding this illiquid investment for the past five years and this is their first option for cashing in. I believe Cole management is well aware of this and likely assumes that if an investor sees $11.50 on their account statements the day Cole begins trading and coincidently a tender offer to purchase at $12.25 (roughly 6.5% higher), they are likely to hold shares and submit them for the tender offer. This will hopefully give the market (and investors) some time to evaluate the company as an investment rather than simply selling and moving along.

We saw a very similar scenario play out with Chambers Street Properties (CSG) in June. Shares were listed at $10 and stayed relatively stable during the tender offer period. Although some volatility was present, the company was successful in getting investors to hold their shares. The CSG tender offer was to purchase up to 5% of the shares outstanding and according to the results the company received an offer to purchase 30.57% of the shares outstanding. While there is no guarantee the Cole Real Estate Investments tender offer will directly track the performance of Chambers Street Properties, one could use this as a base case scenario.

The Risks

I would point potential investors to the offering document to review the risks associated with this tender offer. Most importantly to keep in mind is Cole has the ability to extend or withdraw the offer up to one day prior to expiration. If you decided to purchase shares and then participate in the tender offer you will want to keep a close eye on the expiration date as the premium may not materialize. I will highlight a few other risks which I believe are noteworthy:

  • If an increase or decrease of more than 10% in the market price of the common stock of COLE, Dow Jones Industrial Average, New York Stock Exchange Index, or Nasdaq Composite Index, or Standard & Poor's 500 Index, measured from the close of trading on June 20, 2013, occurs, the tender offer can be called off (this is very critical to watch). COLE closed at $10.90 per share on June 20th and as of the time of this writing has not moved outside the +/- 10% band
  • If any entity acquires more than 5% of the company the tender offer may be called off.
  • Any lawsuits brought against Cole Real Estate Investments relating to this offer will cause the offer to be called off. Purchasing COLE may result in a total loss of principal.

Return Potential

The return potential on this short term investment depends on several factors. First is your entry price point (for all assumptions below I will use a purchase price of $10.50). Second is the specific bid increment you tender your shares at and if that bid increment is actually filled.

  • Assuming you purchase shares at $10.50, submit your tender offer in the proper manner, and Cole Real Estate Investments purchases all your stock at the minimum bid level, $12.25, you would make $1.75 per share. This is a hypothetical gain of 16% (gross) for a two month hold.

Your actual return may be higher or lower depending on your purchase price and where you decide to tender shares. Of course be aware that the offer may not go through at all.

Conclusion

Keep in mind that Cole Real Estate Investments can rescind this offer at any point prior to August 8th. I would urge any investor to keep a close eye on the company's press releases and financial filings to make sure this does not occur.

Disclaimer: This is not an offer to buy or sell any security. Carefully consider your investment goals and objectives before initiating a position in Cole Real Estate Investments and please remember that the value of investments in equity securities, like COLE, will fluctuate in response to general economic conditions and to changes in the prospects of particular companies and/or sectors in the economy. Purchasing COLE may result in a total loss of principal.

Note: All data reported and graphed is pulled directly from Cole Real Estate Investments Investor Relations website.

Disclosure: I have no positions in any stocks mentioned, but may initiate a long position in COLE over the next 72 hours. I wrote this article myself, and it expresses my own opinions. I am not receiving compensation for it (other than from Seeking Alpha). I have no business relationship with any company whose stock is mentioned in this article. (More...)

AP IMPACT: Post-recession, higher education paths diverge

CHONGQING, China (AP) -- Determined to learn their way out of the Great Recession ? or eager to rise above the deprivation of developing lands ? unprecedented millions of people have enrolled in colleges and universities around the world in the past five years.

What they're finding is an educational landscape turning upside down.

In the United States ? where top schools have long championed a liberal style of learning and broad education before specialization ? higher education's focus is shifting to getting students that first job in a still-shaky economy. Tuition is so high and the lingering economic distress so great that an education not directly tied to an occupation is increasingly seen as a luxury.

Elsewhere in the world, there is a growing emphasis on broader learning as an economic necessity.

China slump, higher bond yields weigh on markets

More uncertainty about China's economy and rising bond yields led to a broad sell-off in stocks Monday, leaving the market down 5.7 percent from its all-time high last month.

It's the first pullback of 5 percent or more since November.

U.S. trading started with a slump Monday. The market recovered much of its loss, then fell back again. By the close of trading the big stock indexes were clinging to modest gains for the second quarter. The last trading day of the quarter is Friday.

Boost for cars or bust? Ethanol debate heats up

WASHINGTON (AP) -- It's a dilemma for drivers: Do they choose a gasoline that's cheaper and cleaner even if, as opponents say, it could damage older cars and motorcycles?

That's the peril and promise of a high-ethanol blend of gasoline known as E15. The fuel contains 15 percent ethanol, compared with the current 10 percent norm sold at most U.S. gas stations.

The higher ethanol blend is currently sold at fewer than two dozen stations in the Midwest, but could spread to other regions as the Obama administration considers whether to require more ethanol in gasoline.

Neiman Marcus plans to raise up to $100 million in IPO

NEW YORK (AP) -- Luxury retailer Neiman Marcus plans to raise up to $100 million by returning to the stock market with an initial public offering.

That amount is likely to change, though, as bankers gauge investor interest. The plan to go public, announced in a regulatory filing Monday, comes about eight years after private equity firms TPG Capital and Warburg Pincus bought Neiman Marcus for $5.1 billion.

Neiman Marcus has benefited from affluent shoppers who are willing to drop $1,000 for a pair of shoes. During the recession, Neiman Marcus was not as hurt by the consumer spending pullback as other retailers, because the wealthy suffered less in the poor economy.

New Samsung tablets mimic Galaxy phones

NEW YORK (AP) -- Samsung is expanding its lineup of tablet computers and making them look more like its Galaxy smartphones, as it hopes to translate its success in phones to the tablet market, where Apple is dominant.

Samsung Electronics Co., the second-largest maker of tablets after Apple, on Monday said it is putting three new tablets in the Galaxy Tab 3 series on sale in the U.S. on July 7. The cheapest, a $199 device, will have a screen that measures 7 inches diagonally. An 8-inch model will go for $299 and a 10-inch one for $399.

The "Tab" line is Samsung's value brand, undercutting the price of similar Apple models. Samsung's premium tablets are in the "Note" line, which include styluses. The 7-inch and 10-inch tablets had "Tab 2" equivalents, but the 8-inch model is new, and coincides closely in size with Apple's iPad Mini, which came out late last year.

Promise of price cut on hospital bills is in limbo

WASHINGTON (AP) -- Huge list prices charged by hospitals are drawing increased attention, but a federal law meant to limit what the most financially vulnerable patients can be billed doesn't seem to be making much difference.

A provision in President Barack Obama's health care overhaul says most hospitals must charge uninsured patients no more than what people with health insurance are billed.

The goal is to protect patients from medical bankruptcy, a problem that will not go away next year when Obama's law expands coverage for millions.

Studies find methane in Pennsylvania drinking water

PITTSBURGH (AP) -- New research in Pennsylvania demonstrates that it's hard to nail down how often natural gas drilling is contaminating drinking water: One study found high levels of methane in some water wells near gas wells, while another found some serious methane pollution occurring naturally, far away from drilling.

The findings represent a middle ground between critics of the drilling technique, known as hydraulic fracturing, who claim it causes widespread contamination, and an industry that suggests contamination is rare or nonexistent.

The contamination from drilling is "not an epidemic. It's a minority of cases," said Rob Jackson, a Duke University researcher and co-author of the study released Monday. But he added the team found that serious contamination from bubbly methane is "much more" prevalent in some water wells within about half a mile of gas drilling sites.

Methane is an odorless gas that in high concentrations can be explosive and deadly.

Dissension and fiscal woes beset the Girl Scouts

NEW YORK (AP) -- Given the friction and financial woes facing the Girl Scouts these days, perhaps it's time for a giant friendship circle. Under that long-standing tradition, a ring of Scouts clasp hands and give a little squeeze, accompanied by a silent wish of good will.

Just a year after its centennial celebrations, the Girl Scouts of the USA finds itself in a different sort of squeeze. Its interconnected problems include declining membership and revenues, a dearth of volunteers, rifts between leadership and grassroots members, a pension plan with a $347 million deficit, and an uproar over efforts by many local councils to sell venerable summer camps.

The tangle of difficulties has prompted one congressman to request an inquiry by the House Ways and Means Committee into the pension liabilities and the sale of camps.

New, purported photos of iPhone 5S show off possible Apple A7 chipset, more!

iPhone 5S chipset up close reveals possible A7 model numbers, possibly a new manufacturer

Adding to the purported component leaks coming in advance of the iPhone 5S, we may have our first close-up look at Apple's next-generation A7 chipset. The model numbers printed on it may indicate a switch in supplier as well. According to MacRumors:

iPhone 5S A7 MacRumors

Aside from the photos featuring a possible dual-LED flash, the most interesting photo MacRumors managed to snag was a close-up of the actual chipset of the alleged prototype. While it doesn't have a clear A7 marking, it does indeed carry a simliar model number scheme to what Apple currently uses.

The chip in question is shown with a model number of A0698. Its predecessor, the A6 chip carries a model number of A0598. The tradition with chipsets over the past few years have been for the second digit to be a new family of processors while the first digit will distinguish between chips in a certain family. For example, an A6X chip carries A5598 model number.

More interesting yet is the K1A0062 marking. Typically Samsung manufactured chipsets are branded with an "N" marking. It has been rumored that Apple would perhaps switch to TSMC over Samsung but we weren't sure as to when.

Given these are very early prototypes that MacRumors thinks were produced in December 2012, a lot has probably changed. For now, this does look like a legitimate Apple chipset that could make an appearance in the iPhone 5S come this fall.

We've heard Apple is working on an A7, and that while it may well be faster, the key focus is "more advanced". What's more important to you guys at this point, raw power or greater battery life?

Wildfire: Colo. town sees long evacuation

DEL NORTE, Colo. (AP) ? Tourists and business owners forced to flee a popular summer retreat in the southwestern Colorado mountains resigned themselves to a long wait as fire officials declined to speculate when they might be able to reign in an unprecedented and erratic blaze raging through the Rio Grande National Forest.

The fire more than doubled in size over the weekend, growing to an estimated 114 miles by Sunday night, authorities said.

And heavy winds fanning drought-stricken, beetle-killed forest showed no signs of relenting before Tuesday, fire officials said.

"They just said they had no idea how long it would be before we could back in South Fork," said Mike Duffy, who owns the South Fork Lodge.

Duffy said he and his wife, Mary, were able to get their personal possessions before fleeing fast-advancing flames that officials on Friday feared would overtake the town. But with the fire still within three miles of South Fork, they are worried about the long-term impact of a prolong evacuation and news reports about the massive blaze threatening the tourism-dependent town.

Summer visitors include many retirees from Texas and Oklahoma who come to the mountains to flee the heat.

"Here we are the 23rd of June. We had to tell people not to come because we are not there," Duffy said. "I just don't how much more of an affect it will have. Everyone's bottom line is going to get tagged by this. ... You still have to pay your property taxes whether you make money or not."

The town has 400 permanent residents, but South Fork Mayor Kenneth Brooke estimates that between 1,000 to 1,500 people were in town when the evacuation was ordered . More than 600 firefighters were battling the blaze, and more are coming every day.

As of Sunday night, officials said they knew of no structures lost and their efforts remained focused on protecting South Fork, the Wolf Creek ski area and homes along Highway 149 as the newest arm of the fire crept through beetle kill toward the historic mining town of Creede.

Creede, near the headwaters of the Rio Grande River, was the last silver boom town in Colorado before the industry went bust in the late 1800s. It has since dwindled in population, making way for a thriving tourist industry that relies on the town's colorful past. The town also is known for such characters as Robert Ford, who ran a tent saloon there and was best known for shooting and killing outlaw Jesse James in Missouri in 1882.

Pete Blume, a commander with the Rocky Mountain Type 1 Incident Command Team, said the wildfire is the worst ever known to hit the Rio Grande National Forest.

"It's not typical to have these kinds of fires here," said Blume. But he said the 30 to 40 mile-an-hour winds, beetle-killed trees and drought are "also not the norm."

Tim Foley, a fire behavior expert with the same incident command as Blume, said beetles have killed most of the forest's hundreds of thousands of acres of mature spruce.

Elsewhere in Colorado, about a dozen fires also continued to burn. Firefighters were making progress on a 19-square-mile wildfire near Walsenburg in southern Colorado. The fire was 10 percent contained.

And a wildfire in foothills about 30 miles southwest of Denver was expected to be fully contained Sunday evening. That fire burned 511 acres and forced 100 people to leave their homes.

In the Rio Grande forest, firefighters are hoping for a break in the high winds as well as the anticipated July monsoons to help them fight back the flames. They also want to reduce the number of new spot fires being sparked by wind-whipped ashes.

Until then, Blume said, "with that much beetle kill and drought we could have every resource in the country here and still not put in a containment line."

Pressed during a media briefing for an estimate on when evacuees might be able to return to South Fork, he said "we are probably looking at five days to a week."

Still, he said, portions of the blaze will likely burn all summer, with full extinguishment probably not coming until "late in the year."

Evacuees, meantime, tried to make the best of it.

Leilani and Ralph Harden, a retired couple from Victoria, Texas, were waiting it out with their RV in a parking lot adjacent to the roadblock, which allowed only firefighters and others with official business through.

"We are just sitting here watching the show," said Leilani Harden said.

3 die in floods, 75,000 forced from Calgary homes

CALGARY, Alberta (AP) ? At least three people were killed by floodwaters that devastated much of southern Alberta, leading authorities to evacuate the western Canadian city of Calgary's entire downtown. Inside the city's hockey arena, the waters reached as high as the 10th row.

Canadian Prime Minister Stephen Harper on Friday called the level of flooding "stunning" and said officials don't know yet if it will get worse, but said the water has peaked and stabilized and noted that the weather has improved.

Overflowing rivers washed out roads and bridges, soaked homes and turned streets into dirt-brown waterways around southern Alberta. Royal Canadian Mounted Police Sgt. Patricia Neely told reporters three were dead and two bodies were recovered. The two bodies recovered are the two men who had been seen floating lifeless in the Highwood River near High River on Thursday, she said.

Harper, a Calgary resident, said he never imagined there would be a flood of this magnitude in this part of Canada.

"This is incredible. I've seen a little bit of flooding in Calgary before. I don't think any of us have seen anything like this before. The magnitude is just extraordinary," he said.

"We're all very concerned that if gets much more than this it could have real impact on infrastructure and other services longer term, so we're hoping things will subside a bit."

Calgary Mayor Naheed Nenshi said the water levels have reached a peak, but have not declined.

"We've sat at the same level for many, many hours now," Nenshi said. "There is one scenario that would it go even higher than this, so you'll either see the Bow river continue at this level for many hours or you will see it grow even higher and we're prepared for that eventuality."

Twenty-five neighborhoods in the city, with an estimated 75,000 residents, were evacuated due to floodwaters in Calgary, a city of more than a million people that hosted the 1988 Winter Olympics and is the center of Canada's oil industry.

Alberta Premier Alison Redford said Medicine Hat, east of Calgary, was under a mandatory evacuation order affecting 10,000 residents. The premier warned that communities downstream of Calgary had not yet felt the full force of the floodwaters.

About 350,000 people work in downtown Calgary on a typical day. However, officials said very few people need to be moved out, since many heeded warnings and did not go to work Friday.

A spokesman for Canada's defense minister said 1,300 soldiers from a base in Edmonton were being deployed to the flood zone.

Police were asking residents who were forced to leave the nearby High River area to register at evacuation shelter. The Town of High River remained under a mandatory evacuation order.

In downtown Calgary, water was inundating homes and businesses in the shadow of skyscrapers. Water has swamped cars and train tracks.

The city said the home rink of the National Hockey League's Calgary Flames flooded and the water inside was 10 rows deep. That would mean the dressing rooms are likely submerged as well.

"I think that really paints a very clear picture of what kinds of volumes of water we are dealing with," said Trevor Daroux, the city's deputy police chief.

About 1,500 have gone to emergency shelters while the rest have found shelter with family or friends, Nenshi said.

The flood was forcing emergency plans at the Calgary Zoo, which is situated on an island near where the Elbow and Bow rivers meet. Lions and tigers were being prepared for transfer, if necessary, to prisoner holding cells at the courthouse.

Schools and court trials were canceled Friday and residents urged to avoid downtown. Transit service in the core was shut down.

Residents were left to wander and wade through streets waist-deep in water.

Newlyweds Scott and Marilyn Crowson were ordered out of their central Calgary condominium late Friday as rising waters filled their parking garage and ruptured a nearby gas line. "That's just one building but every building is like this," he said. "For the most part, people are taking it in stride."

Crowson, a kayaker, estimated the Bow River, usually about four feet deep, is running at a depth of 15 feet (4.57 meters).

"It's moving very, very fast," he said of the normally placid stream spanned by now-closed bridges. "I've never seen it so big and so high."

It had been a rainy week throughout much of Alberta, but on Thursday the Bow River Basin was battered with up to four inches (100 millimeters) of rain. Environment Canada's forecast called for more rain in the area, but in much smaller amounts.

Calgary was not alone in its weather-related woes. Flashpoints of chaos spread from towns in the Rockies south to Lethbridge.

First Movie - Community - The Bump

We just took DD for her first time (23mo) in a theater. It was our last time out as a family of 3 before DS arrives this weekend. She loved it! ?The only issue was that the previews were 25 minutes long! ?I know her cues of when her attention span starts going so we made sure to sit near the back and left about 20 minutes early. ?It was a perfect first movie. ?There were actually a number of parents there with babies and young children so there was always someone louder than DD! ?Ha! If your DH really wants to try I say go for it, but have an exit strategy in case their attention span doesn't make it.?

With that said, I was amazed when DH and I went to The Hobbit about 6 months ago. A family with a baby an a toddler sat behind us. I was expecting chaos because it was a 3hr adult movie. ?Not a peep out of either child! ?I was impressed. So it can be done!?

Google News in Germany asks publishers to opt-in for indexing, sidesteps copyright fees

Despite its "Defend Your Net" campaign last year, Google was unable to fully put the brakes on changes to German copyright law that may mean it has to pay up for news excerpts it indexes. As a result, the company announced that unlike the other 60 countries where Google News operates by relying on sources to opt out of inclusion by request, robots.txt file or meta tags, it's requiring German publishers to opt-in. According to Google, it's pushing six billion visits per month to publishers worldwide as a free service, not something it should have to pay for. As TechCrunch points out, the issue comes as a result of the new German law that allows search engines to continue to publish snippets of news without paying, but isn't clear about just how much information that can include.
