Isaac promises drought relief ? and a lousy holiday for some

ST. LOUIS (AP) ? When drought made Fourth of July fireworks a fire hazard, organizers in Chesterfield, Mo., decided to try again Labor Day weekend. Go figure: Now rain from the remnants of Hurricane Isaac has forced them to cancel again.

The storm is expected to drop several inches of rain over parts of the Midwest this weekend, and residents are preparing for a soggy holiday with mixed emotions. People in drought-stricken areas have been begging, pleading and praying for rain. But did it have to ruin the end-of-summer party?

"Whoever thought we'd have a hurricane challenge this event again?" city of Chesterfield spokeswoman Libbey Tucker said of the ill-fated fireworks display. "Somebody joked that next time it will be snow that we'll have to cancel for."

What's left of Isaac has been plodding north into states that badly need moisture. The worst drought in decades stretches from Ohio west to California. Isaac will move straight through some of the hardest hit states: Arkansas, Missouri, Illinois, Indiana and Ohio. Lesser rain is expected to the west in portions of Oklahoma and Kansas.

State emergency agencies, city and county leaders and utility crews have been preparing for the deluge. In Indianapolis, a line of about 100 cars snaked from a Department of Public Works lot where free sandbags were being distributed Friday. Residents could pick up bags filled with 30 to 50 pounds of sand.

Jenny Bland, 50, of Indianapolis, waited in line more than 90 minutes so she could pick up bags for her family and elderly neighbors.

"People are taking this very seriously," Bland said.

Fears were well-founded in Arkansas, where some areas have had more than 6 inches of rain since Thursday, and thousands lost power. Tornado warnings were issued for several counties, but no touchdowns were confirmed late Friday and there were no reports of injuries or damage.

Brian Smith, senior forecaster for the National Weather Service in North Little Rock, said remnants of the hurricane were still affecting central and northeast Arkansas late Friday. Showers and thunderstorms were possible in the northern half of the state Saturday, he said.

Tornado warnings extended into southern Missouri on Friday, and flash flood warnings were common.

Farther north, the concern ? or hope, depending on your perspective ? was mostly rain.

"Overall, this rainfall is much needed and much appreciated," meteorologist Jayson Gosselin, of the National Weather Service in suburban St. Louis, said late Friday. "It will definitely help our drought conditions for Illinois, Missouri and Arkansas to the south."

He said there hadn't been any threats of flash flooding or river flooding.

"Right now, with it being so dry we can take quite a bit of water," Gosselin said.

Missouri and Illinois should see steady rain into Sunday, forecasters said.

"The fact that the rain is going to be spread over probably two days, that's good," said meteorologist Jim Kramper, also with the National Weather Service in suburban St. Louis. "We're looking at rainfall deficits of 9 to 12 inches in this state so this isn't going to solve the problem, but it'll put a dent into it."

The downside: The rain was likely to make a washout of a usually festive weekend, with some events called off and others moved inside.

Dozens of high school football games were canceled, postponed or rescheduled. College teams, however, were prepared to play.

"That field's not going to be slick, and we don't have a Plan B," said Arkansas coach John L. Smith, whose Razorbacks prepared to host Jacksonville State on Saturday night in Fayetteville. Besides, he added, "The sun always shines on the Hogs."

In Champaign, Ill., Thomas Maton planned to put his wallet and cellphone in plastic bags and wear clothes he doesn't mind getting soaked for the Illini opener Saturday against Western Michigan. He figured he'd sat through worse, including games in sub-freezing temperatures.

"There's a certain point in your mind where you cross a line, 'We're stepping out of sanity here,'" Maton said. "But it's like, what the heck, it's two to three hours."

The weather put a damper on tourism. Oleg Shneper, manager of the Extended Stay America hotel near Kings Island amusement park in suburban Cincinnati, received several cancellations because of the weather.

"People have called to say they can't get here because the rain is keeping them from getting out of airports," he said.

About 120 of the 400 reservations for campsites at Patoka Lake in southern Indiana had been canceled, said Nick Werner, spokesman for the Indiana Department of Natural Resources.

Those willing to brave the elements were urged to be careful. Officials at the Mark Twain National Forest in southern Missouri suggested staying away from river banks and other waterways prone to flash flooding. At Brown County State Park in Nashville, Ind., manager Doug Baird advised horse and bike riders to stay off muddy trails.

But meteorologist Kramper said the long weekend shouldn't be a total washout. Sunny skies were expected throughout most of the Midwest on Monday.

SAN FRANCISCO, Aug 31 (Reuters) - California lawmakers on Friday approved a bill supported by business and labor groups to overhaul the state's insurance system for workers injured on the job.

The bill, which received overwhelming bipartisan support in the Democrat-led legislature and was approved just ahead of the end of their session for the year, increases disability benefits by more than $700 million a year.

At the same time, the bill aims to rein in the rising cost of workers' compensation insurance premiums as well as lawsuits over injury claims. Lawyers who represent injured workers had opposed the bill.

The last time leaders of the most populous U.S. state revised its workers' compensation system was in 2004 under then-Governor Arnold Schwarzenegger. The latest reform effort had the backing of Democratic Governor Jerry Brown, who personally appealed to lawmakers to support the bill after it appeared to have stalled.

Earlier on Friday, lawmakers approved public pension reforms hammered out by Brown and the legislature's senior Democrats. The reforms could save California and its local government tens of billions of dollars in pension-related spending, which has become a political concern across the state.

Critics, however, said the bill did not go far enough and that further changes would be needed to tackle the state's massive unfunded pension liability.

Brown intends to promote the pension reforms as proof of fiscal discipline as he campaigns for his November ballot measure that would increase the state's sales tax and income tax rates on the wealthy.

Revenue raised by the measure would be used to prevent cuts to education spending over the near term and for general spending in coming years. California's leaders, like their counterparts in other statehouses, have faced lean revenue in recent years and have been slashing spending to keep budgets balanced.

TEHRAN, Iran - Iran's state TV says a summit of emerging nations has supported its right to the peaceful use of nuclear energy.

The broadcast says support for Iran's nuclear energy program was one of many articles approved in the final Tehran Declaration Friday at the end of the two-day meeting of the 120-nation Nonaligned Movement.

Tehran has been seeking to win support from the bloc, accounting for nearly two-thirds of U.N. member states, for its nuclear program.

The West accuses Iran of seeking to develop weapons. Iran denies the claims.

As a NBA fan, I used to love to watch the Detroit Pistons play on Sunday afternoons. Of all the players, one really stood out for his hustle, drive and athletic ability. His name is Dennis Rodman. In the early years, he was exciting to watch as he would out rebound players much bigger than he was. However, as his career progressed, his behavior both on and off the court got down- right weird. Crazy hairdos, tattoos, more piercings than Aunt Tillie?s pin cushion, binge drinking, and more. It never made much sense until recently when I read an article that explained a lot. It seems that the father of this former NBA star has been absent from his son?s life?for the past 42 years! The article goes on to say that his dad made sure that Dennis had a few siblings; 29 to be exact! Further, Rodman senior confessed that he had those 29 kids with an astounding 16 different mothers!!! Wow. That legacy is more befitting a stray alley cat than a responsible human being.

The article went on to explain that the elder Rodman, currently living in the Philippines, wanted to meet with his son Dennis to explain that ?He didn?t abandon his family in he USA..? Bet that would have made for an interesting discussion. Something like ?You know son, I really didn?t abandon you?it?s just that I had 15 other women I had to visit and with the other 28 kids scattered around, I just didn?t have time for you all. Oh, and I heard you play some sort of sport, right? Soccer? Yeah, keep up the good work, son.?

I can only imagine how such a gifted athlete like Dennis Rodman would have prospered if his dad had been in the stands cheering him on, rather than looking for his next ?wife?. With all that practice, Mr. Rodman Sr. should have become be a pretty good dad, but my educated guess is that he fell way short of that mark. Making babies has little to do with being a father.

Surgeon, officials review botched Ohio transplant

COLUMBUS, Ohio (AP) ? Health officials and a consulting surgeon are reviewing a living-donor kidney transplant program that's been temporarily suspended by a northwest Ohio hospital, where a donated kidney apparently was put with medical waste instead of going to the intended recipient in what medical experts describe as a rare accident.

The University of Toledo Medical Center apologized and put two nurses and an administrator of surgical services on paid leave without public explanation following the Aug. 10 incident. It also sent letters notifying 975 patients and potential organ donors and recipients that they may need to make other arrangements for services typically provided through the program under review.

UTMC is "committed to ensuring safeguards are put in place to prevent such an incident from ever happening again," Dr. Jeffrey Gold, the vice president for health affairs, said in a statement. The review is expected to take several weeks.

State health officials say they're looking into the botched transplant on behalf of the Centers for Medicare and Medicaid Services, and UTMC hired a Texas surgeon to evaluate its transplant procedures. Dr. Marlon Levy, surgical director for transplantation at Baylor All Saints Medical Center at Fort Worth, was expected to visit Toledo on Thursday and Friday.

The hospital has refused to publicly share much detail about how the kidney was rendered unusable during the transplant, which typically is an hourslong surgery involving a five-person medical team removing the organ from a donor, transferring it to a steel container and transplanting it to a patient in close proximity.

"Somehow, some way, an inexplicable human error made someone think that the kidney apparently was already in the recipient body when it was not," the UTMC president, Dr. Lloyd Jacobs, told The Blade in Toledo.

The local health commissioner, Dr. David Grossman, told the newspaper that a doctor who was involved said a nurse accidentally disposed of the kidney. Grossman did not respond to phone messages from The Associated Press.

The man who donated the kidney and the intended recipient, his sister, have been released from the medical center. The hospital hasn't identified the family, and it can't say whether the sister has received a different kidney, UTMC spokesman Tobin Klinger said. There was a "good chance" of finding another compatible donor, the facility has said.

Kidneys are the most commonly transplanted organ. More than 5,700 kidney transplants involving living donors and 11,000 with deceased donors were performed last year in the United States, according to the Organ Procurement and Transplantation Network, which maintains the national patient waiting list and is administered by the United Network for Organ Sharing. UTMC performed 16 of those living-donor kidney transplants and 37 deceased-donor transplants in 2011.

The types of problems that lead to unsuccessful transplants ? and occasionally program suspension or termination ? are uncommon but can include an unexpected donor disease transmission or the death of a living donor, said Joel Newman, a spokesman for UNOS, the private, nonprofit, government-contracted organization that manages the organ transplant system in the U.S.

"The occurrence of such events is rare, but in those instances it is a very common procedure for the program to inactivate for a period of time, do some root cause analysis and really try to address any sort of issues that can be corrected," Newman said.

As UTMC takes such steps, three workers are suspended. The administrator of surgical services, Edwin Hall, isn't commenting, according to a woman who answered the phone at his Michigan home on Wednesday. The two suspended nurses, Melanie Lemay and Judith Moore, could not be reached for comment.

The surgeon involved in the transplant has not been suspended.

Goldfields Workers in Wildcat Strike at South Africa KDC Mine

Worker discord in South Africa's mining heartland has spread to the country's second-largest gold producer Gold Fields Ltd. (GFI.JO), the company said Friday.

Around 12,000 workers at the KDC mine on Johannesburg's West Rand have been engaged in a wildcat strike since Wednesday night, with the loss of two day shifts and two night shifts, the company said in a short statement.

The strike is the first to affect a gold mine since a series of violent protests broke out at Lonmin PLC's (LMI.LN) Marikana platinum mine three weeks ago.

Goldfields said the strike may stem from disputes between different organized labor groups on the mine. Similar ructions between established and emerging trade unions have been blamed for violence at Lonmin's Marikana mine, where police opened fire on protesters two weeks ago, killing 34 people.

"Based on informal feedback from employees, the strike appears to be related mainly to disagreements within organized labour and related structures on the mine, although we cannot confirm this," said Peter Turner, head of Gold Fields South Africa.

Gold Fields' management has been granted an urgent interdict to bring the unlawful and unprotected strike to an end, the company said.

KDC produced 1.1 million troy ounces of gold in the year ending December 2011.

Gold Fields shares were trading 4.8% lower on the day as of 1123 GMT, at ZAR9.90.
